Yes it is a plate skirt. Its a 360 degree skirt.

Q: I wear a size 16/18. (14 - 16) Will it be too small for me?

This dress is very adjustable because of the belting, i am size 8. It should easily fit 14 depending on where your weight is. A large waist might not work. Great dress tho!

I am an 8 and it was plenty roomy

Q: Can the corset be tightened to be form fitting?

I don’t know how much shape-changing magic it would do, but my thin, size 4 daughter wore this last year, and it looked nice and fitted on her. It was adorable! I’m closer to a 12, and I think I could wear it. Very adjustable.
